EU’s New Packaging Regulation (PPWR): Details and Deadlines

After being formally adopted by the European Council in December 2024, the Packaging and Packaging Waste Regulation (PPWR) was finally published in the Official Journal of the European Union and entered into force on the 11th of February 2025.

With the new EU packaging regulation set to take effect by mid-2026, companies both operating in the packaging sector and utilising packaging with their products must adjust their business practices to remain compliant and continue operating within the EU market.

Who will Be Affected by the EU Packaging Regulation?

The PPWR introduces new rules for all economic operators involved in the entire life cycle of packaging placed on the EU market, regardless of the material used or the company’s location. This includes packaging design, production, use, and end-of-life management. Therefore, the EU packaging regulation will affect suppliers, manufacturers, producers, retailers, and waste management companies.

Below are its key requirements and deadlines.

Overview of the Key Measures within the PPWR

How Companies Can Prepare for PPWR Implementation

Companies must focus on integrating eco-design principles and circular business practices to prepare for the PPWR’s implementation. Even though some aspects of the PPWR are still to be defined, here are some steps companies can take to prepare for the new EU packaging regulation:

  • Familiarizing with the EU Environmental Policy Framework: Companies must understand how the PPWR integrates with other EU regulations to create a solid sustainability strategy.

  • Reviewing Packaging Inventories: Companies should assess the recyclability of their packaging and the amount of recycled content it contains to identify areas for improvement and prepare for the PPWR’s targets.

  • Exploring Partnerships for Reuse Targets: Businesses should seek strategic partnerships to create efficient return systems that benefit all stakeholders.

  • Tracking Supply Chain Data: Companies can collect detailed supply chain data to identify the improvements needed to comply with the new EU packaging regulation.

  • Consulting Specialists: Engaging with experts in packaging, waste management, and sustainability can also help businesses ensure compliance across their operations.

Sustainability is becoming a key differentiator, and companies must ensure their efforts align with future regulations to remain competitive. Although the EU packaging regulation is expected to take effect by mid-2026, companies must start adjusting their practices to prepare for the new packaging standards.
